However, the foundation does include 2011 data about the the District of Columbia.

The good news:

  • Smoking in the nation's capital has decreased from 20.0 percent to 14.8 percent of adults over the past five years.
  • The rate of preventable hospitalizations fell over the past year – from 55.3 to 52.8 discharges per 1,000 Medicare enrollees.

The bad news:

  • Diabetes in DC is up among adults – from 7.5 percent to 10.9 percent of adults – over the past year.
  • The District has also seen an increase in the number of uninsured over the past year – up from 11.2 percent to 12.4 percent.

Risk pools are state-sponsored programs to help people with a history of medical problems in their family to purchase coverage. These pools are for people who can afford to buy health insurance, but are not able to get underwritten in the private market because of a pre-existing health condition. These programs can vary significantly from state to state in price, benefits and number of people served. Often insurance companies doing business in the state are required to contribute to the pool to keep it in the black.
